What Windows CE based machines (handhelds, pocket PCs etc.) can be

For example: HP Jornada 560 has an optional camera that one can buy,
unfortunately, it saves only in JPEG file format

I found another WinCE camera that might meet your BMP requirement.
According to this link

supports the BMP format.

Thanks for the link to the P-D131. Unfortunately, it is an error on
their website. According to their tech support personnel, PD-500C
CANNOT save images in BMP file format. Obviously they still have not
corrected their website.
