1) php.info attached with this post .
2) The issue is with mysql it's eating up cpu resources , as you noticed the server have 4gb of ram , can be set to use memory instead of cpu ?
I Changed maxperchild to 10000 and restarted , and still the issue , it's with mysql needs optimization the load spikes more than 18 +
