My son is 12 months old and outgrowing his clothes, yet 18 month is still way to big. For some reason I can't seem to find anything in between, and what is up with toddler sizes? When my son was 12 months, he was wearing a 2T (24 months) and some size 18 months.
It sometimes just depends on the brand.
"T" sizes start at age 2. Children's clothes are just as bad as adults in the sizing - it's not consistent between brands. Wal-Mart clothes are huge, they fall off my kids. Target is somewhat better. My daughter is 3 but thin and tall so she needs a 3 top and 2 pants, and the 2 pants are too big around the waist/butt. My son is 3 (they are twins) and some 3's fit him some 4's fit and other 4's are falling off of him. No rhyme or reason, just like in adult clothes. Good luck! My daughter was the same way. She got too long for her clothes, but the next size was huge. Unfortunately, you'll have to deal with it until toddler sizes. At that point you can buy adjustable waist pants that work beautifully. Well, as far as I know, Toddler sizes go by the years not months. Of course, there are some children who wont fit their size. But my niece is 4 and she does wear 4T.
My son is 14 months and the same way because he is tall, he is wearing 18 and 24 months clothing.
You could go to target or any other store and buy the 18 months jeans that have the elastic straps in the inside of the jeans where you can tight the waistline, so they will not be baggy on him. If your son can not fit 12 months shirts, you may just have to buy him the next size up.
T- sized are for toddlers 2-up , so it may be TOO big for your son to wear.

once they're into clothes that big it gets harder to find the right sizes. just try and mix and match from different brands. sometimes one brand is bigger/smaller than others and sometimes you just have to roll up a sleeve or a leg.
I never go by the size of the clothing i always go by the weight and height of my children but 24 months is 2t 36 months is 3t and and 48 months is 4t clothing brands just label them diff thats all
My daughter was always in bigger sizes and my son now 6 months is already wearing 12 months because of his height hes 29 inches long!
