All the time. I "truly know" relatively few people in my life, yet I judge virtually everyone I deal with to some extent, including employers, business associates, co-workers, and even the other drivers on the freeway.

Hi Josh I think understanding why people make judgments about another person without knowing them is that we all have the innate ability to read energy & what people are looking at is not the person as a whole but the energy that emanates from that person.
Take for example a person who is full of anxiety or nervous energy this if you are not aware of what it is can have an effect on you possibly irritating you making you feel ill at ease. This does not make them dislike-able or bad, people are just picking up on that energy at that time. Every single person I lay eyes on. There's nothing wrong with that. It's a natural instict... Keeps us from chattin up killers in line at the grocery store.
There are degrees of judgments and none of us can break free from them no matter our claims. How quickly we can form an opinion of the other and what they might want from us plays and has played a significant part in our evolutionary history and at times our survival or social standing depends on it.
I personally try to give a person as many chances as I can, until they prove themselves to be someone who only care for their "business" and are just using me as means. Now each one of us interacts with the other to achieve our desired ends but for many it is nothing more then a transaction. I will delay my judgment for the other until I can not find a way around both our beliefs and what we expect of each other. Despite what people say, everybody does it several times everyday.
People make a variety of snap judgements on appearance all the time.
Sometimes I do. And being in High School I end up being right about the way I judge someone without knowing them.
I call it another sense that I have because I get the vibe of the person. Asking someone not to make judgements on limited information is like saying you have to read every book in a library before you are permitted to decide on which one to check out. The very notion is absurd.
The key is to be open-minded. You have made one judgement... just accept that it may not be your last. As information changes, so might your decisions.
And it is worth observing as well that full and complete knowledge of even small things are not really available to anyone. Many people have been suprised at THEMSELVES. You can't finish reading a book if it is still being written!
If one were to analyze your sentence, one would have to say: "When do you ever really know anyone?" The answer is, never.
So, it depends upon what do you mean IN PARTICULAR. It is easy to look at a person and say that person is handsome, or intelligent, or fat, or looks mean. That is judging, but it is seldom wrong.
We all do, all the time. It is not possible to live in our crowded world without making some assumptions or judgments with little or no evidence. It should not, however, be the rule.
