I have been looking for a motorized outdoor window blind which opens
from bottom to top. I have seen them somewhere, but cannot locate them
on the Net. Can you?

We have a home with plate glass windows. Most motorized blinds start
at the top and role down by remote control but we don't want to lose
the upper part of our view. We are searching (and are sure they exist
somewhere) for motorized operating outdoor window blinds which store
at the bottom of the window and role upward toward the top when we
need to close them. We believe they are made with an external pully
arrangement that raises and lowers the blinds. We happen to have a
motorized awning by Somfy.

To get to this information from their home page, click on the American
flag on the right side of the page for English. Click on products in
the menu on the left. Click on the first product listed, “Rolling
Shutters made out of Plastics, Wood or Aluminum”. Scroll all the way
to the bottom of the page.
Although I was unable to find it specifically stated anywhere else, I
suspect that other brands of rolling shutters might also be functional
when installed at the bottom of the window. You may want to contact
other manufacturers and ask them.
