The Kawasaki Ninja 250 is arguably the best "small and fast" bike out there. Kawasaki makes a Ninja 500 and Suzuki makes a 500 and 650 that are popular starter bikes. Buell makes the Blast, the only American bike you'll find in that category. Otherwise, it's up to you as the rider. I've seen people learn on a Kawasaki ZX-10R, one of the most race-ready bikes on the road.
