What lighting do you have? Do you fertilize the tank? Is there CO2? What plants aren't growing? I need to know this information before I can help you...
EDIT: Only 40 watts of light on a 120 gallon tank? That is VERY low light. Your plants are dying from lack of light.

my problem has always been the light not reaching the plants...
What substrate are you using? It is practically impossible to grow plants in gravel. If you are going to invest in a substrate, ADA is the best, just don't get sucked into buying the powersoil, powder etc. Just buying the normal soil is fine. Otherwise, I would test the water hardness, I have heard this affects some plants.
