Well all point and shoot cameras have some delay, its just the type of shutter that they use. You would have to upgrade to a DSLR to get rid of that, and you cant do it for any less than $450 and even then its not worth it unless you are prepared to upgrade to more expensive equipment. You can avoid the blur somewhat though with a camera that has IS (Canon) or VR (Nikon) they are two different names for the same function. Personally I can recommend the Canon Powershot SD models. Try the SD870 IS. I had the SD850 IS and it was a great camera.
All point and shoot digitals will have some shutter delay, it's just how they work. For a budding photographer, you will want something with a few more controls than your basic point and shoot.
