I have a 13 year old who has a camera that isn't the best quality... it has a big delay and the pictures sometimes come out blurry! Well all point and shoot cameras have some delay, its just the type of shutter that they use. You would have to upgrade to a DSLR to get rid of that, and you cant do it for any less than $450 and even then its not worth it unless you are prepared to upgrade to more expensive equipment. You can avoid the blur somewhat though with a camera that has IS (Canon) or VR (Nikon) they are two different names for the same function. Personally I can recommend the Canon Powershot SD models. Try the SD870 IS. I had the SD850 IS and it was a great camera.
All point and shoot digitals will have some shutter delay, it's just how they work. For a budding photographer, you will want something with a few more controls than your basic point and shoot.
