it's simple, buy a pink or purple wig, a t-shirt, and a puffy skirt. also buy lots of costume jewelry.

ok so even though i dont like hannah montana (no offense), ive seen enough to kno how to make a lola costume:
Hair: Depending on the hair type (long or short) there are different options you can do with your hair. If its long, buy a wig. If its short, dye it. my friend bought this pink hair dye at hot topic for her halloween costume and it comes out with shampoo!
Outfit: Outragues, outragues outragues!!!!! Put together the wackiest outfit you can possibly think of!!!! like a whit button down shirt (any color ex: blue) and add like a billion pins and then like a striped tie!!!! then add a poofy wide skirt in like any color (black, blue, silver...)but make sure its like shortish. then add like a pair of rain boots with knee high socks underneath
Jewlery: Again, think out of the box!!!! If you have your ears pirced, get like two different earrings and put one on each ear!!!! then get a bajillion braclets, necklaces, ANYTHING!!!!!

haha umm, okay. basically what you need is a red/purple/orange/yellow wig and a striped shirt with a belt, and hand socks... haha you know, like the gloves with just the thumb hole and like no fingers... anywayss
also some skinny jeans, or like a mini skirt in a completely different color and combat boots. (: haha
